The Gulf County Board of County Commissioners will receive sealed RFQ’s from any qualified person, company, or corporation interested in providing the following:

H.H.R.P. ROUND 2 FUNDING STRATEGY ADMINISTRATION SERVICES

Gulf County has received the awarded $1,820,000 funding from the Hurricane Housing Recovery Program (H.H.R.P.) Program to provide Housing Rehabilitation Assistance, Demolition/Reconstruction, and Purchase Assistance for Hurricane Michael to assist families affected by Hurricane Michael for approved Very Low, Low, and Moderate Income single-family housing units throughout the County.

Gulf County is currently accepting applications from consultants, organizations, or individuals that are interested in providing administration of the rehabilitation strategy for County H.H.R.P. Program. Minority and women-owned businesses are encouraged to participate.

Bids are due no later than February 19, 2021 at 4:00 p.m., ET. Proposal submissions must be sealed and marked with the name of the proposer, “SEALED BID”, title “H.H.R.P. ROUND 2 FUNDING STRATEGY ADMINISTRATION SERVICES”, and Bid No. 2021-09 to the Gulf County Clerk of Court, 1000 Cecil G. Costin, Sr., Blvd, Room 149, Port St. Joe, Florida, 32465. RFQ responses received later than the date and time as specified will be rejected. The Board will not be responsible for late delivery of proposals that are incorrectly addressed, delivered in person, by mail, or any other type of delivery service. RFQ’s will be opened at this same location on February 22, 2021, at 10:00 a.m., ET.

REQUEST FOR QUALIFICATIONS FOR
CESSNA DRIVE IMPROVEMENTS

The Gulf County Board of County Commissioners, herein referred to as the "County", is seeking statements of qualifications from engineering firms to provide professional and related services for the Cessna Drive Improvements project. Consultants shall be FDOT prequalified in Work Class 3.1 Minor Highway Design.

The U.S. DEPARTMENT OF COMMERCE Economic Development Administration (EDA Investment No. 04-01-07483) and the Florida Department of Economic Opportunity Rural Infrastructure Fund is providing funding for this project.

RFQ DEADLINE: Submitted on or before February 11, 2021, no later than 4:00 p.m. Eastern Time at Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read immediately thereafter.

The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The Board shall have the final decision making authority concerning any final award, or interim or comprehensive agreement entered into by the County. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator as authorized by the Board of County Commissioners. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The County may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm.

NFWF EMERGENCY COASTAL RESILIENCE (DUNE ENHANCEMENT) PROJECT

DESCRIPTION OF WORK: The project is located along the gulf front beach of St. Joseph Peninsula, Gulf County, Florida. The project consists of the construction of a dune enhancement project between DEP Monuments R-89.6 and R-105.5 extending from the Stumphole revetment to the north for 3.1 miles (16,254 feet). The project consists of the placement of clean white beach compatible sand obtained from the Honeyville Sand Mine in Wewahitchka, Florida totaling approximately 78,930 cubic yards. In addition, the project includes the installation of multiple native dune vegetation species totaling approximately 619,126 plants along the project shoreline. The Bidders are responsible for verifying all quantities.

     4. If negotiations are unsuccessful, the GCTDC will terminate the process with the top-ranked
     firm and open negotiations with the next highest ranked firm.
