REQUEST FOR QUALIFICATIONS FOR
CONSTRUCTION ENGINEERING AND INSPECTION
SERVICES FOR CR 386 SCOP AND
PINEDA STREET SCRAP PROJECTS

The Gulf County Board of County Commissioners, herein referred to as the "County", is seeking statements of qualifications from Engineering Firms to provide CEI services which are required for contract administration, inspection, and materials sampling and testing for roadway improvements on CR 386 (Overstreet Road) and Pineda Street. The proposed scope of work will include a combination of milling, resurfacing, and the addition of paved shoulders along 19.5 miles of CR 386 from US 98 to SR 71 and approximately 0.47 miles of resurfacing along Pineda Street in St. Joe Beach. Engineering firms shall be FDOT qualified in Work Type 10.1: Roadway CEI.

RFQ DEADLINE: May 20, 2020 no later than 4:00 p.m. Eastern Time at Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read aloud at a meeting of the Board of County Commissioners held in the Donald H. Butler Commissioner Chamber in the Robert M. Moore Administration Building, Gulf County Courthouse Complex, Port St. Joe, Florida at 9:00 a.m. Eastern Time on May 21, 2020.

LATE SUBMITTALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND WILL BE RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN CLERK’S OFFICE. IT IS THE SOLE RESPONSIBILITY OF THE FIRM FOR ASSURING THAT THE RFQ IS RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL RFQ WILL BE ACCEPTED.

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in constructing:

C.R. 386 RESURFACE AND WIDENING

This project includes approximately 19.5 miles of roadway resurfacing and addition of paved shoulders from U.S. 98 to S.R. 71 along C.R. 386 (Overstreet Road) in Gulf County, FL.

Plans and Specifications can be obtained at Dewberry Engineers Inc, 324 Marina Drive, Port St. Joe, Florida 32456, (850) 227-7200. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. Cost for Plans and Specifications will be $25.00 per set and is non-refundable. Checks should be made payable to DEWBERRY ENGINEERS INC.

All bidders shall be FDOT Qualified per Section 2-1 of the FDOT Standard Specifications for Road and Bridge Construction, latest edition in the following work classes: Grading, Drainage, Flexible Paving, and Hot Plant Mix-Bituminous Course. Completion date for this project will be 330 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $500.00 per day.

Please place YOUR COMPANY NAME, SEALED BID, and the BID NUMBER on the outside of your envelope and include the original bid plus 3 copies.

The bid due date has been extended to 4:00 PM Eastern time on May 20, 2020 at the Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd and will be opened and read aloud at a meeting of the Board of County Commissioners held in the Donald H. Butler Commission Chamber in the Robert M. Moore Administration Building, Gulf County Courthouse Complex, Port St. Joe, Florida on May 21, 2020 at 9:00 AM Eastern time.

All bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida.

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Gulf County.
