REQUEST FOR QUALIFICATIONS FOR
GULF COUNTY VULNERABILITY ASSESSMENT

The Gulf County Board of County Commissioners, herein referred to as the “County”, is seeking statement of qualifications from any qualified person, company, or corporation interested in completing a Comprehensive Vulnerability Assessment and Adaption Plan to include a comprehensive Vulnerability Assessment pursuant to Section 380.093, Florida Statutes. The project will also develop an Adaption Plan and amend the Comprehensive Plan to comply with the Peril of Flood Statute.

Bid specifications can be obtained by clicking HERE or through the Gulf County Clerk’s Office. Bids will be received until 4:00 PM Eastern Time on February 22, 2024, at the Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe Florida 32456, and will be opened and read aloud at this same location on February 26, 2024, at 10:00 AM Eastern Time.

To be considered, Firm/Team must submit an original and three (3) copies of Statement of Qualifications in a sealed envelope or package, clearly marked with the Firm/Team’s or individual’s name and address, bid number, and the words “GULF COUNTY VULNERABILITY ASSESSMENT”.

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing materials for the:


OVERSTREET ROADWAY IMPROVEMENTS


This project includes approximately 5.80 miles of roadway resurfacing including stormwater improvements in the Overstreet Community in Gulf County, FL.

The completion date for this project will be 120 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $2,650.00 per day.

All bidders shall be FDOT Qualified per Section 2-1 of the FDOT Standard Specifications for Road and Bridge Construction, latest edition in the following work classes: Grading, Drainage, Flexible Paving, and Hot Plant Mix-Bituminous Course.

Bids will be received until 4:00 p.m. Eastern Time on March 21, 2024 at the Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read aloud at a meeting of the Board of County Commissioners held in the Donald H. Butler Commission Chamber in the Robert M. Moore Administration Building, Gulf County Courthouse Complex, Port St. Joe, Florida on March 26, 2024 at 9:00 a.m. Eastern Time.

Bid specifications can be obtained by clicking HERE or through the Gulf County Clerk’s Office. All bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. This contract will be paid for in whole or in part with Community Development Block Grant – Mitigation Program funding (CDBG-MIT) from the U. S. Department of Housing and Urban Development (“HUD”) and the Florida Department of Economic Opportunity (“DEO”) for activities authorized under Title I of the Housing and Community Development Act of 1974. As such this contract is subject to the applicable terms and conditions of Subrecipient Agreement MT145 between DEO and the Gulf County Board of County Commissioners, 45 CFR Part 75, 29 CFR Part 95, 2 CFR Part 200 (including Appendix II to Part 200), 20 CFR Part 601, 24 CFR Part 570 subpart I, et seq., and all other applicable State and Federal laws, rules, regulations, and policies governing the funds provided through the Subrecipient Agreement, as now in effect and as may be amended from time to time. The Subrecipient Agreement allocates total funding of $2,624,668.00 (100%) for this project in CDBG-MT funds.
