Late submittals received after the deadline date, either by mail or otherwise will not be considered and will be returned unopened. Time of receipt will be determined by the Clerk’s office.

To be considered, Firm/Team/Contractor must submit an original application (obtained from the Clerk’s office) and three copies of “Statement of Qualifications” in a sealed envelope or package clearly marked with the Firm/Team/Contractor or individual’s name and address, the bid number and the words “RFQ for White City Water Plant Project”.
Work performed through any contract resulting from this solicitation may be funded in whole or in part through various state-funded grant agreements, including, but not limited to, Resilient Florida (Florida DEP) or other funding streams. As such, any work order or task order funded shall be subject to the terms and conditions of the applicable grant agreement. The contractor and all subcontractors shall be bound by the terms and conditions of the Grant Agreement, as applicable, as well as any applicable State and Federal laws, rules, and regulations.

ST. JOSEPH PENINSULA BEACH RENOURISHMENT AND COASTAL STRUCTURES PROJECT

DESCRIPTION OF WORK: The WORK consists of the placement of approximately 830,000 cubic yards of beach compatible sand obtained from an offshore borrow area located offshore of St. Joseph Peninsula, Gulf County, Florida to renourish 1.1 miles of beach which includes the partial replacement of the dune. The beach fill will be placed between DEP Monuments R-100 to R-105.8 (~1.1 miles). The WORK also includes the construction of eight (8) submerged breakwaters between DEP R-101 and R-105. The WORK shall additionally include the supply and installation of approximately 118,000 native dune plants. The WORK will be completed and ready for final payment within 180 calendar days after the date of Notice to PROCEED (anticipated by December 1st) as indicated in the AGREEMENT. It is the goal to have the project completed by May 1, 2025.
An Optional Pre-BID Meeting will be held virtually with the details of the pre-bid meeting to be provided at a later time.
All BIDS must be made on the required BID Forms. All blank spaces for BID prices must be filled in, in ink or typewritten, and the BID Form must be fully completed and executed when submitted. The BID Forms listed in the Section 2. BID FORMS of the INSTRUCTIONS TO BIDDERS shall be completed, in full, items are required to be submitted as part of the BID for this project.

This contract will be paid for in whole or in part with Community Development Block Grant – Disaster Recovery funding (CDBG-DR) from the U. S. Department of Housing and Urban Development (“HUD”) and the Florida Department of Economic Opportunity (“DEO”) for activities authorized under Title I of the Housing and Community Development Act of 1974 and as described in the 2020 State of Florida Action Plan for Disaster Recovery. As such this contract is subject to the applicable terms and conditions of Subrecipient Agreement M0020 between DEO and the Gulf County Board of County Commissioners, 45 CFR Part 75, 29 CFR Part 95, 2 CFR Part 200 (including Appendix II to Part 200), 20 CFR Part 601, 24 CFR Part 570 subpart I, et seq., and all other State and Federal laws, rules, regulations, and policies governing the funds provided through the Subrecipient Agreement, as now in effect and as may be amended from time to time. The Subrecipient Agreement allocates total funding of $7,062,869.00 (100%) for this project, which includes $7,012,869.00 (99.29%) in CDBG-DR funds and $50,000.00 (0.71%) in non-federal Funding.

The beach fill will be placed between DEP Monuments R-100 to R-105.8 (~1.1 miles). The WORK also includes the construction of eight (8) submerged breakwaters between DEP R-101 and R-105. The WORK shall additionally include the supply and installation of approximately 118,000 native dune plants. The WORK will be completed and ready for final payment within 180 calendar days after the date of Notice to PROCEED (anticipated by November 1st) as indicated in the AGREEMENT. It is the goal to have the project completed by May 1, 2025.
