JOB SUMMARY

Provide Managed IT Services for Gulf County BOCC, its departments, along with phone and camera support for the Constitutional Offices.  This is a highly skilled technical position responsible for supporting all county-owned computers, computer networks and systems administration functions and providing support to all County departments, divisions, officials, agencies and constitutional offices.  The position requires comprehensive expertise in design, maintenance, and security of hardware, software, voice and data networks, databases and web interfaces in a 24x7 support atmosphere. The SDA performs network planning and engineering design functions, business and government application administration functions, establishes standards and methods for voice and data network communications, and assists County leadership and elected officials with defining the strategic direction for electronic communications and services. Work is performed with some independence under the supervision of the Administrator.  Work is reviewed through observations, conferences, reports and results achieved.

ESSENTIAL JOB FUNCTIONS

  1. Representative Duties
  1. Responds to Gulf County employee/customer requests for service to resolve technology related problems with County-owned systems, ensuring 99.99% availability of said systems. Coordinates with internal support staff and vendors to resolve problems as necessary, and follows up with users to ensure problem resolution.Documents and logs all requests for service.
  2. Recommends designs for implementation and ensures compliance with comprehensive systems data backup, recovery and capacity planning processes and guidelines.
  3. Assists the County representative and Constitutional Officers in design and implementation of network users, group account creation and security management.
  4. Installs cable, connectors, and performs cross-connect tasks required to physically connect I/O device to the voice/data network. Performs or assists in the installation of all data and voice network I/O devices.
  5. Installs telephones, modems, controllers, client and server systems, multiplexers, or electronic key system units and performs cross-connect to telephone company circuits, cable circuits and to internal distribution fields, and tests all connections. Performs PBX and voice mail system and station programming to activate change or delete system or station features for County-wide telecommunications systems (PBX, voice messaging, and electronic key).
  6. Develops new or enhances existing computer software applications as required, based on specifications and guidance of authorized County representatives and/or Constitutional Officers. Communicates and interacts with customers to increase efficiency and functionality of software applications. Documents standards, operating procedures and manuals, and acts as technical training resource to systems end-users.
  7. Analyzes client's business needs and provide recommendations for automation solution. Develops project plans including cost estimates, budget and acquisition of resources. Coordinates tasks/projects with County representative and communicates project status/changes. Provides analysis and recommendations for client's business needs. Develops recommendations that provide alternatives, costs and time frames.
  8. Conducts data audits, quality assurance reviews, data gathering and data reporting services as requested. Monitors trends in data quantity, disk utilization, quality and overall volume. Participates in existing and new system design and development projects to ensure data capturing practices are accurate and efficient.
  9. Serves as County’s technology liaison to other agencies and organizations for troubleshooting media, connectors, circuits and components to isolate and identify source of problem. Restores or replaces failed component, upon approval of County representative or Constitutional Officer, and/or works with Telecommunications Company, hardware or software vendor, or County staff to resolve problems.
  10. Participates in information technology budget planning, submits comprehensive systems specifications for Request for Proposal documentation, and tracks technology-related expenditures upon request.
  11. Coordinates work and project progress and status to Gulf County Departments and Constitutional Officers.Assures all technology plans and programs align with County standards and strategic goals.
  12. Install and maintain CCTV System throughout the county as needed.

B.  Network and Systems Engineering, Security and Support Services

Will be the resident network and systems expert for all County WAN/LAN designs, and will be responsible for planning and implementing all computer network components that comprise the County’s data and voice communications infrastructure. Employee will participate in the development of network infrastructure and network security designs, implementation tasks associated with the approved designs, troubleshooting activities as required to keep all networks and systems operational at all times (24x7). The employee utilizes computer network tools and practices to monitor the availability, performance, and security of the network. The employee will be responsible for all aspects of network management including Internet access; client and server systems integration and administration; client and server software application integration and management; remote access services; secure configuration and troubleshooting of security resources including, but not limited to Firewalls, and Virtual Private Networks (VPN). Work involves ensuring confidentiality, integrity, and system availability, networks, and data through planning, analysis, development, implementation, and enhancement of information systems network programs, policies, procedures, and tools. Coordinates communications services provided to the County by various agencies.  Employee will monitor operations of all network components that comprise the County’s network infrastructure.  The employee shall be responsible for monitoring of enterprise network systems in all County departments and remote offices.  The employee will be responsible for the creation and recommendation of standard operating procedures.  Employee will provide support for customers on the use of network devices and troubleshoot issues associated with network and systems problems.

 

C.  Project Management

The employee will coordinate with the board representative or Constitutional Officer, a meeting for each task, and shall deliver a project plan that includes all resources and milestones for the requirement. 

The employee is responsible for ensuring the timely and cost-effective accomplishment of the task and provides the Board of County Commissioners with monthly progress reports.  The progress reports shall include a description of work performed, problems encountered, implemented and proposed solutions, and the resulting impact on resources. The employee’s Project Management responsibilities shall also include the following:

  1. Develop and maintain a communication plan.
  2. Develop and maintain clear, concise documentation, including decision management documents and updated design and specification documents.
  3. Develop and maintain configuration management for the duration of the project.
  4. Develop and maintain a complete project plan that includes updated project timeline, project participants list, migration plans, etc.
  5. Manage all activities associated with the project.
  6. Coordinate technology project status meetings as necessary with appropriate personnel.

        D. Technical Environment

The information below describes examples of the hardware and software environment(s) which may be used by the County. The employee should have experience with, but shall not be limited to, the following programming languages, databases, operating systems, hardware, software, network (data and voice) and applications and web services currently deployed by the County:

  1. Programming Languages and Tools

    SQL, Visual Basic, Crystal, HTML, JAVA, .NET, C#, etc

  2. Database Management Systems

    MS Access, MySQL, MS SQL Server 2000 or higher, ArcGIS 9.x, etc

  3. Operating Systems and Web Services

    Microsoft Windows XP or higher, Microsoft Server 2003 or higher, MS Active Directory and Group Policy administration, IIS 6.0 or higher, etc

  4. Network (Data and Voice)

    TCP/IP & RFC standards & protocols, Multicast, SNMP/RMON, Cisco,  CSWI SW, 28XX – 37XX routers, Catalyst 29XX – 65XX including MSFC and multilayer switching (DNS, socks, PIX firewall & network monitoring), ATM, T1, T3, Frame Relay, VPN, Wireless LAN and WAN, PBX, VoIP, SIP, CME, Video Conferencing, etc

  5. Hardware

    Must have the ability to operate/manipulate any current systems operated by the County BOCC and/or constitutional offices.

  6. Applications and Productivity Tools

MUNIS Financial Management, HR, Inventory, Work Order, Wireless, Imaging,  workflow, Internet/Intranet, E-Commerce, Corrections,  Code Enforcement, GIS and Planning, Email Systems, Microsoft Office Professional 2003 or higher, MS FrontPage, MS Project, MS Publisher, MS Visio, MS Powerpoint, etc.

QUALIFICATIONS

Education and Experience:

Employee shall have: Associate’s or Bachelor’s Degree in Computer Science, Management Information Systems, or closely related field; possess a Certified Information Systems Security Professional (CISSP) or equivalent credential from the International Information Systems Security Certification Consortium (ISC2); Microsoft Certified Systems Engineer or Administrator (MCSE/MCSA) or equivalent credential(s); and Cisco certification (CCNA, CCNP, or CCIE) or equivalent credential involving Routing and Switching; A+ and Network+ certifications or equivalent credentials and experience.

The Employee shall have: Five (5) years of demonstrated experience supporting government-specific software applications and technical environments; Five (5) years of experience designing and administering small to medium data and voice network architectures; extensive practical knowledge of all layers of the OSI network model; applied expert knowledge of Internet and Intranet technologies, WAN and LAN technologies; experience in designing, planning and implementing data and voice network solutions; project planning and management skills, including ability to identify and assess risk; exceptional verbal, written, interpersonal and presentation skills; and be able to work constructively in a team environment and with non-technical communities.

Licenses or Certifications:

Must possess and maintain a valid Florida driver license

WORK ENVIRONMENT

Work is primarily performed indoors but may require some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.), extreme noise, odors, heights and/or dust.
