QUALIFIED CONTRACTORS FOR GULF COUNTY FACILITY & BUILDING REPAIRS FROM HURRICANE MICHAEL

Request for Qualifications(RFQ) #1819-26

The Gulf County Board of County Commissioners will receive proposals from any qualified contractors interested in providing the following:
          Designation as pre-qualified General Contracting services for addition to
          the pool of qualified vendors to submit lump sum project bids for the repairs
          and restoration of Gulf County public facilities damaged and or impacted by
          Hurricane Michael
Gulf County BOCC is accepting qualifications from general contractors to provide for contracting services to Gulf County and its various departments, agencies and correctional facility to create a list of prequalified contractors for facility and building repairs and restoration from the damages incurred from Hurricane Michael pursuant to 2 CFR 200.319(d), Florida Statute, and Gulf County Procurement Policies. GCBOCC is looking for a prequalified contractors list that it will submit various facilities, buildings and projects to and seek lump sum bidding and timely performance schedules for the various identified and listed projects for Gulf County and its departments and facilities.

Proposal submissions must be sealed and marked with the name of the proposer, and the RFQ number and title “PRE-QUALIFIED GENERAL CONTRACTORS TO GULF COUNTY DEPARTMENTS FOR HURRICANE MICHAEL RECOVERY” so as to identify the enclosed proposal. Each submittal shall include one (1) original and four (4) copies of the qualifications and proposal.

Submissions must be delivered to the Gulf County Clerk of Court, 1000 Cecil Costin Blvd, Room 149, Port St. Joe, Florida 32456, so as to reach said office no later 12:00 p.m., E.T. on 16th day, April 2019. RFQ responses will be opened on 17th day, April, 2019 at 10:00 a.m., E.T. in the Gulf County Clerk’s Office. Proposals received later than the date and time as specified will be rejected. The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

The Gulf County Board of County Commissioners reserves the right to accept or reject any or all proposals or any parts thereof, and the determination of this award to pre-qualification status, if an award and designation is made, will be based on the final evaluation of the submitted proposals, qualifications and ability to deliver timely contracting services thereafter the invitation to bid on each identified Gulf County property and building with the qualified general contractor pool formed from this RFQ process. The Board reserves the right to waive irregularities in the proposal.

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in constructing:

EASTERN SHIPBUILDING WAREHOUSE

The project includes the construction of an approximately 10,000 SF warehouse including concrete foundation on a 20 acre site along Howard Road in Port St. Joe, FL.

Plans and Specifications can be obtained at Dewberry Engineers, Inc., 324 Marina Drive, Port St. Joe, Florida 32456, (850) 227-7200. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. Cost for the Plans and Specifications will be $50.00 per set and is non-refundable. Completion date for this project will be 150 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be $500.00 per day.

Bids will be received until 4:30 p.m. Eastern Time, on April 22, 2019 at the Gulf County Clerk’s Office, 1000 Cecil G. All bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida.

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Gulf County.

DISASTER RECOVERY CONSULTANT SERVICES


(AMENDED AND EXTENDED DEADLINE FOR SUBMITTALS)

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking solicitations from vendors to provide public assistance consulting services following the effects of Hurricane Michael.  The County has voted and authorized the amendment and extension for submittal of RFP No. 1819-19 as follows:

AMENDEND RFP DEADLINE:  Submitted on or before Friday, March 22, 2019 no later than 12:00 PM (Eastern) and will be opened in the Gulf County Clerk’s Office pursuant to Gulf County Policy immediately thereafter at 12:15 PM (Eastern) and evaluated by Gulf County Administration thereafter on Friday, March 22nd through Monday, March 25, 2019.

LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED.  THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK’S OFFICE.  PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE VENDOR FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME.  NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.

Proposal submissions must submit in a sealed envelope or package, clearly marked with the Proposer’s name, address with the name of the proposer, and the RFP number and title “DISASTER RECOVERY/PUBLIC ASSISTANCE CONSULTANT SERVICES” so as to identify the enclosed proposal.  Each submittal shall include one (1) originals and five (5) copies of the proposal as well as one copy in digital format placed on a flash drive or CD (ie. in pdf format).  Proposals received later than the date and time as specified will be rejected.  The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

The Proposer may obtain the specifications and details of this RFP from the Gulf County Clerk’s Office and must also submit in a timely manner or have delivered its final RFP proposals to the:

The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County.  The Board shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered into by the County.  Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator.  The County intends to negotiate an interim and/or comprehensive agreement with the highest ranked proposer.  The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions.  The County may also request additional information from proposers that may be necessary to fully evaluate a proposal.  After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm.  If only one proposal is received, the County may negotiate in good faith. 

All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer.  Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.

NOTICE TO RECEIVE SEALED BIDS

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) will receive sealed bids to replace an existing Liebert 65kVA/52KW Series 3 Phase On-Line Double Conversion uninterruptible power supply unit. We seek to procure a modular, scalable, redundant uninterruptible power supply unit. Solicitation should include install of new unit, removal and disposal of old unit within EPA regulations. Onsite startup service to inspect installation, verify correct operation, and train site personnel to be included.
