GULF COUNTY PUBLIC PARKS (DEAD LAKES CAMPGROUND) & (HOWARD CREEK/ LOWER LANDING CAMPGROUND OPERATIONS, DEVELOPMENT & ADMINISTRATION

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking solicitations and proposals from professional campground management and operations firms and/or individuals to administer, operate, further develop and manage the Gulf County Public Park and Facilities at both the Dead Lakes and Howard Creek/ Lower Landing Campgrounds.

Attached hereto commencing on page 3 are the Gulf County RFQ Project and Scope of Services Requested under RFQ 2021-03

RFQ DEADLINE: Submitted on or before Thursday, November 19, 2020 no later than 12:00 PM (Eastern) to the Gulf County Clerk of Court at 1000 Cecil G. Costin, Sr., Blvd., Room 149, Port St. Joe, Florida 32456 and will be opened at the same location at 1:00 p.m., E.T. RFQ’s to be evaluated by Gulf County Administration thereafter and recommendations provided to the Gulf County Board of Commissioners at a noticed public meeting scheduled for Tuesday, November 24, 2020 at 9:00 a.m., E.T. for any and all authorizations, approval and direction.


LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK’S OFFICE. PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE FIRM OR INDIVIDUAL FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.

Proposal submissions must submit in a sealed envelope or package, clearly marked with the entity or proposer’s name, address with the name of the proposer, and the RFQ number and title “GULF COUNTY PUBLIC PARK (DEAD LAKES/HOWARD CREEK CAMPGROUNDS) OPERATIONS & MANAGEMENT” so as to identify the enclosed proposal. Each submittal shall include one (1) original and two (2) copies of the proposal. Proposals received later than the date and time as specified will be rejected. The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

Proposers may obtain the specifications and details of this RFQ from the Gulf County Clerk’s Office and must also submit in a timely manner or have delivered its final RFQ proposals to the:

 Any questions concerning this RFQ must be submitted in writing no later than 11:00 a.m. Eastern, on November 10, 2020 and should be directed to Warren Yeager at Wyeager@gulfcounty-fl.gov and a copy of your correspondence to info@gulfclerk.com.
The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The Board shall have the final decision-making authority concerning any final award to a management firm or manager entered into by the County. Proposals will be evaluated and ranked in order of preference by the Gulf County Administration. The County may also request additional information from a proposer that may be necessary to fully evaluate a proposal. The proposals will be evaluated and then submitted with recommendations to the Board of County Commissioners. If only one proposal is received, the County may negotiate in good faith.

All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in the following project:

2020 DERELICT VESSEL REMOVAL

This project includes the removal and disposal of three (3) derelict vessels in Gulf County, FL.

Completion date for this project will be 60 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $250.00 per day.

COMMUNICATION TOWER DEMOLITION

This project includes the demolition and disposal of two (2) communication towers in Gulf County, FL. The towers are located at 1000 Cecil G. Costin, Sr. Blvd., Port St. Joe (PSJ Tower) and 222 North 2nd Street, Wewahitchka (Wewa Tower). Demolition will include all above grade improvements associated with the tower, guy cables, and wiring.

Completion date for this project will be 90 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $250.00 per day.

NOTICE TO RECEIVE SEALED BIDS
BID #1920-47

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in constructing:

LUCI I PLANT RESTORATION AND WATER SYSTEM IMPROVEMENTS

This project includes restoration of the water plant called LUCI I which was severely damaged by Hurricane Michael. Restoration includes installing a new 6-inch well with submersible pump, two new 12,000 gallon ground storage tanks and associated piping, a sprayer/fan system for ground storage tank No. 2, a service platform for the well and sprayer/fan system, a new gas chlorination system, repairing the chlorine room and pump building, associated electrical work, and a new finished water meter. The project also includes installing similar sprayer/fan systems at water plants LUCI II and III and a new tablet chlorinator system at LUCI III. Replacement of the 12-inch ductile iron water main on Money Bayou Bridge with a new stainless steel hanger system is also included in this project.

The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. Cost for Plans and Specifications will be $50.00 per set and is non-refundable. Completion date for this project will be 140 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $500.00 per day.
